Engage with behaviour change

On February 19, 2026, the Netherlands Scientific Climate Council (WKR) published its advisory report 'Engage with behaviour change! Making sustainable and adaptive behaviour easy and obvious'. The report explores how government policy can better support people in making climate-friendly and climate-resilient choices in daily life. The report's key message is that behavioural policy should become a more structural part of climate policy: by making sustainable options accessible, affordable and fair, the Netherlands can lower greenhouse gas emissions, strengthen people’s resilience to climate impacts, and contribute to a healthier and safer society.
